In a challenging economic environment, we are seeing cities across the nation employ strange attempts to build their revenues.
For example, in Mission, KS, the city council wanted to assess a “fee” against churches based on their attendance. The more people who sat in the pews, the higher the tax would be. The idea is that the use of the roads justifies such a tax.
The states of Idaho and Florida already tried it, but both state Supreme Courts struck them down.
